Why?

When reviewing the regulation of microbiological sampling plans for food and their application in different Latin American countries, differences are observed in the way the industry and regulatory bodies approach different aspects of sampling plans.

In some cases, these differences are associated with the missions of the actors; while the industry targets efficiency, regulatory bodies focus on public health. Other differences correspond to the expectations of what can be achieved through the application of sampling plans in food safety management, and in other cases, to misconceptions about what microbiological sampling plans allow.

In this context, comparing global and regional experiences, along with a concrete example supported by the ICMSF Microbiological Sampling Plan Assessment Tool, will illustrate the different perspectives and help identify options for closing some of the observed gaps.

Consequently, we are pleased to announce the Latin American Sub-Commission (LAS) of the International Commission on Microbiological Specifications for Foods (ICMSF), will be holding the fourth version of “LAS-ICMSF Webinar - Gap or Perspective? Different views on microbiological sampling plans for food in Latin American countries”, on June 17, 2025, 9:00 a.m. a 12:00 p.m. (GTM -5).

Present some of the differences observed between the industry and regulatory bodies in the Latin American region when addressing challenges in the use and implementation of microbiological sampling plans for food, along with some tools that could help resolve these differences.

Bobby Krishna
Bobby Krishna is the Senior Food Safety Specialist at the Food Safety Department of the Dubai Municipality, where he leads digital transformation initiatives to promote food safety and nutrition. His key contributions include developing the Dubai Food Code, training programs for food businesses, and the foodborne disease surveillance system.
He also coordinates the annual Dubai International Food Safety Conference. Bobby holds a Master’s degree in Food Science and Technology and has worked at the Dubai Municipality since 2005. He is a member of ICMSF and IAFP, and has received numerous prestigious awards, including the NSF International Food Safety Leadership Award.

Francisco Garcés
Francisco Garcés is a food safety consultant whose work focuses on the development and use of quantitative tools in food safety, including predictive microbiology, risk assessment, and process validation, among others.
Additionally, he has relevant experience in undergraduate and graduate teaching, as well as research. He is a member of IAFP and LAS-ICMSF. Francisco is an agro-industrial production engineer and holds a Master’s in Process Design and Management from Universidad de La Sabana, Bogotá-Colombia, and a Ph.D. in Biosystems Engineering from Michigan State University, United States.

Silvia Raffellini
Agricultural Engineer and PhD in Industrial Chemistry. Professor and researcher at Argentine universities, she teaches undergraduate and graduate courses related to agri-food systems and food microbiology, and research projects related to the isolation of microorganisms of agro-industrial interest, microbiological safety, and emerging technologies in the food industry.
She is the author of numerous book chapters and articles in specialized scientific journals. She represents Argentina on the Latin American Subcommission of the International Commission on Microbiological Specifications for Foods (ICMSF) and is a member of the Argentine Food Safety Commission, the Argentine branch of the International Association for Food Protection (IAFP).

Fernandro Sampedro
Dr. Sampedro holds a Ph.D. in Food Technology from the Polytechnic University of Valencia (Spain). He has over 15 years of experience in research, training, and consulting in food safety.
He has served as an international consultant with the Inter-American Institute for Cooperation on Agriculture (IICA), the International Atomic Energy Agency, FAO, PAHO, and the World Bank on projects related to risk analysis in Latin America. He currently coordinates the FSRisk project, funded by the World Trade Organization, to train inspectors in risk analysis in 10 Latin American countries. He is an affiliated professor at the University of Minnesota (USA) and Laval University (Canada).

Monserrat Hernández
Research professor at the Autonomous University of Querétaro, Mexico. Specialist in food microbiology and safety with 20 years of experience. She is an instructor in HACCP (HACCP Alliance) and Preventive Controls (FSPCA).
She has delivered lectures, courses, and workshops on detection, tracking, and control of pathogenic microorganisms during primary production and food processing to personnel from industries and state and federal government institutions such as SENASICA and COFEPRIS. She holds a degree in Pharmaceutical Biological Chemistry from the Michoacana University of San Nicolás de Hidalgo, a Master’s in Food Science and Technology, and a Ph.D. in Food Science from the Autonomous University of Querétaro.
